From 1 May 2025, the NSW Government began trialling average-speed cameras on light vehicles, including cars, motorcycles, and utes. The trial applies to two major highways and is part of a broader strategy to reduce serious crashes across NSW roads.
At MCB Lawyers, we’re committed to keeping our clients informed about legal changes that affect their daily lives. Here’s everything you need to know.
Where Are the New Speed Cameras?
The average-speed camera trial is active on:
-
Pacific Highway (Kew to Lake Innes) – 15km stretch
-
Hume Highway (Coolac to Gundagai) – 16km stretch
This is the first time average-speed enforcement has applied to light vehicles in NSW. Learn more via Transport for NSW – Average Speed Cameras.
When Will Enforcement Begin?
The rollout includes two phases:
1. Warning Phase
1 May – 30 June 2025
-
Speeds under 30km/h over the limit: Warning letter only
-
Speeds over 30km/h: Fines, demerit points, and possible court action
2. Enforcement Phase
From 1 July 2025
-
All speeding by light vehicles will result in fines and demerit penalties.
This enforcement will bring NSW into line with all other Australian states. Read more at NSW Government’s Road Safety Cameras Update.
Why Is This Happening?
According to Transport for NSW, speeding contributes to 41–42% of all road fatalities in the state. Importantly, 80% of crashes in average-speed camera zones between 2018–2022 involved light vehicles, not heavy trucks.
Other countries have seen remarkable reductions in fatal crashes due to average-speed cameras:
-
Norway: 49% reduction
-
UK: 36% reduction
What Are the Penalties?
Here’s what drivers could face once full enforcement begins in July 2025:
| Speed Over Limit | Fine | Demerit Points | Suspension |
|---|---|---|---|
| <10 km/h | $124 | 1 | No |
| 10–20 km/h | $287 | 3 | Possible |
| 20–30 km/h | $481 | 4 | Yes |
| 30–45 km/h | $920 | 5 | Yes |
| 45+ km/h | $2,616 | 6 | Minimum 6 months |
